Homeless Prevention and Rapid Re-Housing Program (HPRP)
Financial Assistance Grant
What is the goal of the funding? To provide financial assistance to prevent households from otherwise becoming homeless mainly due to the economic crisis and to provide assistance to rapidly re-house either individuals and/or families who are experiencing homelessness.
Requirements
- These funds are prioritized to serve households most in need of temporary assistance and housing relocation/stabilization services who are homeless or would be homeless but for this assistance.
- This funding is for households who are most likely to succeed.
- The household must be at or below 50% of Area Median Income.
- The head of household must be a victim of Domestic Violence/Intimate Partner Abuse.
HPRP funds can be used for the following purposes:
- Short-term rental assistance (up to 3 months)
- Medium-term rental assistance (4-18 months)
- Rent arrears up to 6 months
Any assistance longer than 3 months will require evaluation and certification of continuing eligibility. Programs may require a participant to pay a portion of the rent expense. Payments cannot be made on behalf of clients for the same period of time and for the same cost types that are being provided through another federal, state, or local housing subsidy program.
- Security and/or utility deposits and payments
Payments made in these categories covering the same period of time in which assistance is being provided through another housing subsidy program are eligible, as long as they cover separate cost types.
- Moving cost assistance and/or storage fees (up to 3 months)
- Motel and hotel vouchers for up to 30 days if no shelter beds are available and subsequent rental housing has been secured but is not immediately available for move-in by the participants.
- Legal services (not related to mortgages)
- Credit repair as related to household budgeting, money management, accessing a free personal credit report and resolving personal credit issues.
